This report investigates the current state of children’s reading activities in public libraries and the support these institutions provide for home reading in Japan and China. It also examines the involvement of public libraries in fostering reading activities among international residents in Japan, an area of growing importance due to the increasing number of international families residing in the country. The study includes a case analysis of the Arakawa Ward Library in Tokyo, which emphasizes promoting reading activities as a key policy initiative. In China, it explores municipal libraries in Lianyungang and Harbin, along with privately operated public libraries in rural areas. Furthermore, the report highlights the role of public libraries in multilingual education for international families in Japan, with a particular focus on the multicultural services offered by the Okubo Library in Shinjuku-ku.
