197This paper is a report on the results of the research committee of Japan’s National Institute of Education. This committee carried out research with the aim of clarifying the actual state of educational practices at junior high schools under the new postwar system. In particular, we focused in this paper on clarifying the relationship between local communities and education, such as activities that address local community issues and activities that take advantage of local characteristics.In order to achieve the above objectives, this study collected many materials related to the new system junior high schools and analyzed the descriptions of educational practices at the new system junior high schools in the region. In this paper, as part of the results of the analysis of these materials, we will discuss the ideal state of educational guidelines for junior high schools under the new system, analyze the descriptions of instruction manuals for each subject, and discuss educational practices in each region, as well as representative examples of new postwar education.
