194Development of the Jiangsu Provincial College of Education in the Republic of ChinaIn 1930, the Jiangsu Provincial College of Education was established as China’s first higher educational institution dedicated to training professionals in mass education. The college, known as the “cradle of directors of mass education,” was an essential entity for cultivating staff for the rapidly increasing number of mass education institutes nationwide and played a crucial role in the development of mass education in China.Boasting a faculty active in Chinese academia and educational circles, many of whom were returnees from studies abroad, the Jiangsu Provincial College of Education endeavored to develop personnel for mass education equipped with modern expertise. The progressive educational movement advocated by John Dewey and others had a significant impact on Chinese society, and the college actively implemented Dewey’s concept of the “socialization of the school.”However, since the nationalist government’s university laws at the time did not stipulate the establishment of mass education disciplines, the operation of the college was entirely created through practical exploration in accordance with the situation in Chinese society. This paper reveals the development of the college in the training of professional mass education personnel from three perspectives: education, research, and experimentation. The college, with its strong emphasis on practice, conducted various practical activities, particularly in its agricultural experimental fields, where it engaged in improving the quality of agricultural products through improving varieties and enhancing production using fertilizers and pesticides.This scientific approach aimed to improve rural society, and it is conjectured that such educational activities may have been influenced by movements such as the American Lyceum movement and university extension movement that began in the late 19th century. These developments suggest that mass educators who had studied overseas used the college as a base to introduce and practice advanced Western educational concepts, thereby creating a higher education institution for training experts in mass education that was groundbreaking in Chinese educational history.Jingxian WAN
