217A Case Study on the Use of ICT in School Education: Focusing on Japan and ChinaThe worldwide spread of the new coronavirus infection in 2020 and the suspension of school attendance have led to increased interest in ensuring and maintaining the quality and fairness of education. In this report, we will examine individual cases in Japan and China to see how school sites can respond to the crisis and how they should work toward realizing fair and high-quality education while utilizing ICT.Tokyo’s Arakawa Ward, the focus of this report, has been working on the informatization of education since 2005, distributing tablet PCs to all schools in 2014 and introducing one tablet PC per child in the ward in 2020. Since the school closures due to COVID-19, it is one of the municipalities that has been actively working on online classes.In China, the use of ICT in education is advancing and measures are being taken to minimize delays in learning when schools are closed due to COVID-19. But problems such as urban-rural disparities in online access persist.In this study, we would like to clarify the actual status of ICT utilization in elementary and secondary schools in Japan and China, while examining issues in the realization of fair and high-quality education and making recommendations for the future.The research methodology relies primarily on a literature review, field visits, and interviews.The paper is structured as follows: In the first part, we discuss the use of ICT in school education in Japan, using Arakawa Ward as a case study.
